PROJECT OVERVIEW 

Setting up of 125MW/500MWH standalone Battery Energy Storage System in Odisha under Tarrif Based Competitive Bidding with Viability Gap Funding supported through PSDF.

Project - 125MW/500MWH Standalone BESS(4 hr storage)

Location - Setup inside the identified Substation of the STU network in the state of           odisha.Land will be provided on Right to use basis to the BESS.

Procurer/End Buyer - Gridco/Optcl

VGF - INR1800000 per MWH

BESPA Period - 15 Years Supply to Gridco

EMD - INR900000 per MW

PBG - INR2250000 Per MW

BID Processing Fees - Max INR1500000+GST

Financial Eligibility 

Net worth - INR9000000/MW

Minimum Annual Turnover - INR5292000/MW

PBDIT - INR1058409/MW

LC- INR1323000/MW

Financial Bid Evaluation - INR/MW/month

SCD (Commissioning schedule & LD)

18 months from the effective date of BESPA,With Applicable LD,shall be limited to the date as on 6 months from the SCD or the extended SCD.The Total amount for the project shall be encashed on per day basis.

Land

Land identification,lease Right to use is under GRIDCO.Developer must access site condition,no later claim accepted.

Connectivity

Voltage for interconnection at the STU grid shall be 33 Kv

Financial Closure 

6 months from the date of Singing of the BESPA

RTE - 85%

Billing & Payment Terms

GRIDCO shall pay to the BESSED the monthly Tarriff Payment 
Amount Claimed by GRIDCO,if any from the BESSED will be adjusted from the monthly energy payment.In case of any excess payment adjustment 1.25% Surcharge will be applicable on day to day basis 

Late Payment Surcharge 
Delay in payment of a Monthly Bill by GRIDCO,the late payment Surcharge shall be claimed by the BESSED through the supplementary Bill.

Rebate

1.5% shall be payable to the GRIDCO with in 10 days
Any payment after 10 days upto the 30th day shall be 1%
Beyond 35 days no rebate

Scope

Supply of All equipment & material 

The developer must supply:

Battery racks, container 

Pcs, Transformer, switchgear, protection panel

Fire protection & safety system 

HVAC & auxiliary system 

SCADA, communication system 

All cables and earthing system 

Testing & commissioning 

The Scope includes:

Pre commissioning test

Performance testing as per BESPA

Demonstration of guarantee parameters:

Power

Energy 

RTE

Response time 

Availability 

Compliance, certificate & clearances
